Most trees over 20 years old will have accumilated dead wood in their canopy. It's not neccessarily a sign the tree is in decline. It's normal for trees to occlude branches that aren't generating enough energy to sustain their place. Trees are amazing like that.
The problems with dead wood are that it doesn't look great but also that it can become dangerous when it snaps off and lands on something.
